HOLDEN BOARD OF SELECTMEN
MEETING MINUTES
NOVEMBER 8, 2010

        6:30PM  Mountview Middle School

Present:                Kimberly Ferguson, James Jumonville, Anthony Renzoni, Robert Lavigne

Absent:         Chairman David White

Others Present: Nancy Galkowski, Town Manager

Vice Chairman Renzoni opened the meeting at 6:30PM.   

Vote on Special Town Meeting Warrant Article Motions

The Manager said that Warrant Article Two was to pay an unexpected invoice from FEMA for their work performed on the sewer trunk line to clear debris from the December 2008 Ice Storm.

Motion by Sel. Ferguson, seconded by Sel. Lavigne, it was VOTED 4-0 TO SUPPORT WARRANT ARTICLE TWO (FY2010 WATER SEWER ENTERPRISE FUND).

The Manager explained that funding for Warrant Article Three would allow the town to conduct a feasibility study to determine the most cost effective way to repair or replace Mountview Middle School.  There is a 52.9% reimbursement rate from the State for the study.  The study will determine whether the Town should renovate, expand or build a new school.

Motion by Sel. Lavigne, seconded by Sel. Ferguson, it was VOTED 4-0 TO SUPPORT WARRANT ARTICLE THREE (BORROWING FOR FEASIBILITY STUDY MOUNTVIEW SCHOOL).

The Manager presented street acceptances for Warrant Article Three.  The Manager said that the DPW had approved Brice Circle, Alden Hill Road and Blair Drive for acceptance.  The Town will now be responsible for the maintenance of these roads.

Motion by Sel. Ferguson, seconded by Sel. Lavigne, it was VOTED 4-0 TO SUPPORT WARRANT ARTICLE FOUR (STREET ACCEPTANCES)

Recess to Town Meeting

Motion by Sel. Lavigne, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO RECESS TO THE SPECIAL TOWN MEETING AT 6:50PM AND RETURN TO REGULAR MEETING AT THE END OF TOWN MEETING FOR ADJOURNMENT PURPOSES ONLY.

3. Adjournment

Motion by Sel. Ferguson, seconded by Sel. Lavigne, it was UNANIMOUSLY VOTED TO ADJOURN
THE NOVEMBER 8, 2010 SPECIAL TOWN MEETING AT 7:55PM.
